A long time ago, as I was searching for Freedom Force stuff on the internet, I found a website which had what I don't really recall if were meshes or skins of some original Nazi villains that I found very interesting. My memory is not the best, so I don't really recall much stuff, but I do remember that one of those villains was a speedster and another one was what appeared to be some sort of hybrid of human and dog/wolf/coyote carrying some sort of weapon that appeared to be a rifle or something similar.
Anyway, do you people know the URL of this website or if it even still exists? If not, at least know where I can find those skin/meshes?

I believe you are thinking of Das Geschwader, a silver age nazi team created by Zuludelta for the NPIverse.
