I found that by going to Wikipedia and doing a search for Freedom Force (it was located below the article under "external links"), but I know it's posted somewhere here on Freedom Reborn.
also be sure and look through all the forum threads, you'll find the link above and other helpful links like the Master Mesh List and more.

i downloaded a few skins and all worked except the ones that had the name _TV in it.how do i do to play with those ?
That I'm not sure of, but I know there was something about playing with those files on a forum thread somewhere around this site. Try doing a search for that file extension, see if the search engine here on FR pulls up anything on the topic. If it doesn't, then you can edit the title of this forum to something like "Question about using _TV files" and see if you get any tips or assistance from another FR member.

ER..._TV= tommy versatile and those are "meshes" not skins. The FR wiki already has a section on converting meshes to ffvttr and there's quite a few threads here that already expand on that point so I won't rehash it.
