Captain Atom is Monarch now? When/How'd that happen? I mean I know he was originally supposed to be Monarch, but then the ending of that storyline got leaked so it was rewritten.

Did they just let it stand in the rewritten history or did I miss an issue?

They just rewrote it because it doesn't matter what you knew about DC before for the last 20 years it's about making everything new again and confusing old and new readers.

Actually at the end of the Battle for Bludhaven mini, we learn that Captain Atom has gone rogue. Though it never states that he's become Monarch in that mini-series, it could be read that way.
