Simulating water optical effect in underwater maps

It's difficult to simulate underwater environments and I was thinking about the possibility of using the fog of dreams used in the first campaign mission of ffv3r for that. This would be just a test but I think it would be possible to simulate the water optical effect with this fog...  In order to do this, it would be possible to change the color of that fog from purple to blue? (make a blue skin, I suppose) And if so, could anyone help me with this?

I did an "underwater" test map utitlizing that and some other little tricks for Benton a while back. I didn't recolor the fog, But I changed the lighting of the whole level to a deep dark blue to simulate underwater, with the fog taking on a bluish tint (due to the transparency). The overall effect is moody and interesting, but still a bit lacking. It doesn't really feel like underwater... which has always been the problem/unattained goal of all underwater map attempts (in my opinion).

I'll wait for Benton chime in with his thoughts as he's the underwater obsessed guy...  ;)

I've taken a look at your work and I see what you're saying. Can you get rid of that 'shine'? (I don't know how to define it) How about a little bit lighter?

I've been trying to make an underwater map for FFVTTR for a while now and I haven't had much success.  I even attempted to change the fog texture to look like bubbles (it doesn't work).  Pretty much everything I've tried looks terrible and unconvincing.
