CharacterTool 2 Error

So.  I just installed FFvTTR on my laptop, and then put on the Modding tools.
I don't want to play the game on it, just look at skins and meshes and stuffage, but I can't put the mod tools on without the game.
And I start up the Ctool.  And it says I have to install DirectX 8 or higher.
I grab 10, install it.
Start up Ctool.
Same deal.
I grab DirectX 8.1, thinking that might work better.
No dice.
Any suggestions?
