Side-Note:
I would note that any toon taking the Sands of Mu veteran reward has a power that can be interpreted as superspeed and are therefore eligible.  Certain Kinetic powers, Super Reflexes, Teleport, run-slotted Swift, and fly-slotted Fly could also reasonably be interpreted as speed powers.  Of course, it doesn't hurt to have some form of fast movement rate...  So if you think your character fits the theme, it probably can.

Last I checked, which was admittadly a while ago, A13 held an honorary, no-special-permissions rank- although he was one of the four actual founders of the group...

You're a tier 4 leader (Consul) which has full permissions. Maybe it's because of autodemote (I logged on and found Wildstrike was Imperator... go figure) or maybe it's because you were promoted. I don't play my TI toons much, so I dunno.
