Its a compression format similar to a zip file.

You can use a program like Winrar
http://www.rarlab.com/ - Its shareware, but it only nags you and remains fully functional.

A couple of free alternatives that will extract (but not create) rar files are:
7-Zip - http://www.7-zip.org/
PeaZip - http://peazip.sourceforge.net/

Just wanted to add that I would go with 7-zip. The interface is straightforward (based on the Windows folder motif) and, in addition to RAR, it support normal ZIP files and it supports 7Z files, which usually compress better than ZIPs and are becoming fairly popular.
