FX tutorial

Hi people!
I've been looking some hexes meshes and I found a Renegade's Storm_X_hex with rays in her eyes, could someone explain me how to do that?.

I have other request to "profesional" skopers, is there any way to add fx into an no-fx mesh? how could i do it?
