The Darkest of Mantas

Howdy guys, I've finally talked my larger group of friends into playing heroclix with me from time to time, and they've all enjoyed the game.  As we've been playing, I've started to see some of the weaknesses in my collection, and especially in some of the early-run clix I have.  For example, Black Manta is a pretty weak showing, with no real abilities to speak of and a pretty low point value compared with his nemesis.  I've gotten a custom clix made already, and although Ocean Master is quite awesome, I feel that Manta now pales in comparison:

He's on a rookie Dr. Strange dial, giving him tons of magical abilities and a comparable point value to the Sea King.  He was relatively easy to place, but I'm starting to think that I'd love a Manta custom as well.  He is proving much more difficult.  I don't know what dial to put him on.  I know I want him to have a decent mix of range and melee, and he should be around 70 points.  Any ideas?  Also, while I'm at it, any ideas for a 15-30 point dial for some mantanauts?

This rookie Iron Man might work for Manta, but he's a little tougher than I'd like.

Still, that's the direction my search is headed.

It also looks like Hydra Footsoldiers would make a good base for Mantanauts.
