Suicide Squad: Jailbreak 1 won't end!

I'm playing Jailbreak 1 in the Suicide Squad mod.  I've stopped all the crims from escaping, no enemy is moving anywhere on the map but the level still doesn't end.

What gives?

Yeh, I've looked through the FAQ but it didn't have anything in there about it.  :(
