Unless I'm misunderstanding you, it's the "Hero Files" that you want, is that correct? These are what allow you to use your Characters in-game.

Hero files = the attributes for a character ie how strong they are, can they shoot laser beams out of their eyes, can they fly, do they kick or punch, etc. Really time consuming and fiddly stuff, particularly when you want to create a character that is accurate to the comics AND have it balanced fairly against other characters.
Keyframes = the animations for characters ie what they look like when they throw a punch, deflect bullets, etc.
Mesh = the character model ie how the character looks without keyframes to animate it
What characters specifically do you want to create? Marvel, DC? First you have to obtain a mesh for the character you want to make. This mesh i just a canvas, it provides only the model. You have to adjust it's stats, give them attributes and then powers. If you want to be more elaborate you can also give thm voice, write a little bio and tamper with their mass, all for more immersion. If you give us specific heroes you want to make we can help you more.
