is there a a way to make the chars in :ffvstr: are flying higher in the maps ?

I'm not sure. I know that the characters will fly higher when they try and go on top of buildings and similar objects.
The only ways I can think of would be to either place tall invisible objects under the flyer (the phenomenon Spydermann93 described) or to edit the mesh to position its flying animation higher.

you would just edit the keyframes. change the quarternion keys of the handle node keyframe controller for the fly and hover animations.
