Not a real big fan of the new design. Call me old fashioned. I prefer the classic look, or even the TV version with the high boots, and the skirt. But that's just me.
I'd be more of a fan if she had pants. I get that they were trying to not put her in a skirt, but the way they went about it just looks goofy.
I quite like this design, a few things hold it back though.
I'll start with the good: I like the basic design, the short hair, the unique S shield, the cape collar, and the yellow cape lining.
As for the negatives: I like the basic idea of the boots but the detail linings are too much. I go back and forth if I like the knee cut-outs but I think something better could be done. The pelvic area is weird, having it broken up at the sides is different. Again a few tweaks could look better. I'd add some type of cuffs to the sleeves like the new Superman look (http://www.comicbookresources.com/prev_img.php?pid=72828&disp=ilib&oty=1&oid=76059). Maybe remove some of the detailing on the top - I'd have to see how it looks.
It's not perfect, but I liked this look. It was a unique spin on the classic Supergirl look. I'm a little sad to see it go.

I never even thought about the fact she wasn't wearing a skirt. I kinda like the half bare legs but I could go with some leggings.
I went with a 2. I'm not a big fan, but I suppose my opinion could be changed depending on how the character is being used these days. Seeing as how DC has managed to completely lose my business, I don't really know.
The costume itself, on the large scale, could be alright for a space-based, not growing up on Earth, version of the character. It's a bit too much for a traditional Earth superhero.
I like the cape collar. I think that's neat, but the cut-out knees are just plain stupid. I agree with Pod that the hips are sort of weird. The S Shield is also a bit too stylized. It almost goes without saying, but like all New 52 designs, it's overly busy.
