Is there a Tutorial for Ctool 2 and a link to a free Paint Program to edit skins in Ctool2?

These are the paint programs I recommend for FF.

Paint.Net is what I use most of the time.
https://www.gimp.org/
Gimp has more features, and is generally the most popular free Photoshop program. I use it occasionally for more advanced stuff.

GIMP will also help in the case of a "broken" tga file that won't open in Paint.NET.

Both of those programs should work for DDS format.
