changing animation speed?

I have a few animations that i want to make longer or shorter and wondering if its possible/practical with Nifskope. I am not trying to change the timing of contacts, I know how to do that.

As an example lets take a Punisher_TJ's ranged sniper anim. Its 2.2 secods long with one contact at 1.6s. Lets say I wanted a much slower sniper shot, one that takes 5 seconds to set up, with the contact around 4 seconds. Simply changing the NiTextKeyExtraData that you normally change to modify contacts does nothing to the animation itself (the character would stand up before the "bullet" left the barrel so to speak). How can I slow down the actual animation? I've tried changing NiKeyFrameController, but that didnt work, even when I changed all of them. They seem to point to a NiKeyFrameData node, which has some timing stuff in it. I havent tried that, since there are soooo many of them and they seem to refer to each animation segment...I want to extend the whole animation proportionately, not just a specific segment...since I cant identify what those segments are in Nifskope anyway.

Hopefully theres a straighforward way to do this.
