Missing Pieces

These are pictures of the same mesh. As you might notice, the cape and shield are missing in Ctool. This is the second mesh in a row I've worked on that did this, the first being Grimjack, and I've never had this problem before. It's not an alpha channel issue as far as I can tell, all the TGAs seem to be there, the scoped on pieces just don't show up.

Has anyone had this happen before? Is there a solution?
