Howdy John, I'm afraid that I don't have any really specific ideas, but from what I've read of these guys the standard armored character build would be pretty appropriate.  Giving them metal or stone material type, along with a small invulnerable score, perhaps 02 or 05, depending on how you scale your games, would help make them feel armored.  That, plus giving them, maybe a 5 or 6 in endurance would make them relatively tough, while still making them the fodder they should be.  I certainly wouldn't go any higher than 7 there.  Most other abilities should probably be around 6 or so, other than agility, which shouldn't be that high.

As far as powers, I'd give them a standard punch with medium damage, maybe high.  Other than that, they should have a solid beam attack.  Depending on what flavor you like your lasers, that could be heat or energy, some knockback.  They should also get an electric attack with high stun, low damage.  You could also do a projectile representing a multi-shot laser blast, and/or perhaps a heat beam, as they had cutting torches.  Although they can create forcefields, I wouldn't give them an active defense if you plan to use them as minions or cannon fodder in the RR.  The AI in FF2 is stupid about active defenses.

You're welcome John, I'm glad my imprecise ideas were helpful.  Haha, my Marvel U project is growing slowly, but it's coming along.  I haven't reached the Mandroids yet, and since I'm not trying to be nearly as all-inclusive as I was with the DCUG, I may not get to them anytime soon.  Still, they are good cannon fodder, so maybe I'll find a use for them.
