what are some ideas for classic Monster and Dracula? what strength rating? He is supposed to be super strong, but in a world where there is a super man, he comes across as weak. What philosophy to use? should he have his strength increased to compensate, or is he just a weakling compared to say, Bane?
And what is a good power for Dracula?

I would base it off of how strong is he compared to a normal human, and go from there.  Just because he may not be a strong as Superman (depending on which story you read, and where in the timeline you are) doesn't mean that he isn't still super strong compared to normal people.  I would probably give him a strength comparable to Spider-Man to start with and adjust from there.

I'm sure there's vampire hero files out there to compare to; at the least he should have a high Hypnosis power (probably direct), his bite would be some kind of drain (possibly a good chunk of damage as well as a stun swap to energy drain), Shapeshifter, Summoner (you can set the summoned creature to have Private Army so that he summons multiple of the creatures at once).  I know there's an attribute to take damage on daytime maps (or something similar or can be tweaked as such), maybe Climber (can't remember the actual attribute name off the top of my head), maybe Dispersed Structure or Russian Doll (for changing to mist when taken to 0 hp by normal weapons) or something similar.  All of his powers should be higher than other vampires since he is the first.

For the Monster, I can't remember if he's been classically depicted as being stronger than Dracula (but I think so).  I would probably try to stick to Universal movies to compare the two, as you might at least have a shot at consistency between movies.  I would give him a Passive Defense to absorb electrical attacks.  I'd set Speed to 2, and most of his attacks to something less than Normal speed (unless that takes the Speed rating into account and scales -- I'm sure someone has done a study on that somewhere).  I don't know if I'd go with Mindless or the attribute that makes him more susceptible to mental attacks (hypnosis, blank, etc).  It's also a toss-up as to whether he'd be susceptible to fire, or just afraid of it (I think there's an FFX attribute to set up some kind of phobia response for various things).  For attacks, I'd probably do a single handed swat, and a double-fisted bash; some kind of push or 0 damage high knock-back swat.  Clumsy is a possible option (he wasn't too good at using tools).

One problem is how The Monster was portrayed in movies. Originally, in the book, he was probably slightly stronger and faster than a normal man. In "Bride of Frankenstein" (on Svengoulee next week), he runs and jumps. By "Frankenstein Meets The Wolfman", he is blind and staggering around with his arms outstretched. Of course, when I gave my version of him keyframes, I used Bearded's Zombie KF for just that walk. In "Son of Frankenstein", it is revealed that The Monster has several bullets embedded in his body, and the fact that there was some kind of cosmic ray storm when he was zapped into life. They always talk in the movies about him being so big and strong, but how may real feats of strength does he perform? Breaking through a door and carrying Dracula's coffin one-handed in "Abbot and Costello Meet Frankenstein"? Tossing people around like dolls (or dummies) in just about ever movie? It seems to take some kind of trigger event to give him the strength to break out of the anchor chains they usually put on him (berserk).

I'd add Regenerate or Fast Healing, too.

He isn't very dexterous, like PG says. He was never "mindless"; although at first he did have an abby normal brain, and later he had the brain of Igor the Body Snatcher. Glen Strange's version ("House of Dracual", "House of Frankenstein", "Abbot and Costello etc.") was comatose most of the time onscreen, so who knows about him.
