Error-1603 fatal error during installation

I uninstalled steam and got my CD for  yesterday it won't install I get an "Error-1603 fatal error during installation" I spend hours looking at the internet for solutions nothing works. Please help

I haven't seen that error before. But, some searching hints that it possibly happens when the chosen installation directory or drive is unusual somehow, possibly encrypted or a substitute drive, etc.

It's also possible that the earlier (Steam) version of the game was not completely uninstalled. You might open RegEdit and do a quick search for Freedom Force and make sure that nothing comes up.

BTW, when running an installer for an older game, I often find it useful to right-click on the installer on the CD (after closing the Autorun installer, if it opens) and choose "Run as administrator". This can help make sure the game has needed access to folders to which more recent versions of Windows normally restrict access.
