Who did these, and have they been released?

That looks a bit like a kitbash...the boots resemble some of C6's or my older ones while the tubes come of Ren's MikeB7 mesh that C6 skinned. The rest of the piece I'm not sure of. It may be a C6 skin but something about it says it isn't. As for being released...this is the first time I've ever seen it...

EDIT: Finally remembered where I saw the body, it's a direct swipe from Texas Jack's AIM soldiers that C6 skinnedwith only a colour change. That includes the boots and holster. The shoulder pads seem familiar too but can't place them just yet. I'm really now leaning towards a kittbash and as such never released.
Avatar picture originally a Brom painting entitled Marionette.

I think they were Skoped by Crimson Quill. Not sure if they were released or not though.

If I remember right, those were part of brainstorming sessions of trying to skope a version of Grant Morrison's U-MEN (from his NEW X-MEN period) using a few additional parts to a mesh with ranged weapons. TJ's AIM mesh just happened to be suitable since it already had the human head removed for the AIM helmet to be added. So just adding a sphere and something "scuba mask" looking to pull off the U-MEN's environmental suits wasn't a nightmare to pull off. The image that daglob found is the WIP that someone was showing me to pull off adding the hoses and how to hide the "sphere head" using some sholder pad/upper armor raised a bit higher to hide the lack of the human head inside the sphere.

I had a slightly different version using a skin that I created (which was very horrible since I'm still not a skinning master yet) and it used to be on my skope page on my old site (I'm setting up my new home for VPMAX and my skopes this month). For my version I decided to use the transparent dome effect using Alpha on a pill shape and a flattened cylinder around the neck for the dome attachment. Since TJ's AIM mesh had no head, I found a floating humanoid head on someone elses mesh (probably one of Tommy's) and placed it on the node where the beekeeper head used to be. It looked pretty good but in the Character Tool the Alpha effect caused the "floating head" (since it was not part of the main mesh) to vanish and made the U-Men look headless when I tried to capture close up images outside of the game.

EDIT: Found one of my old images of my version -
