I have seen notifications that "so-and-so will be in the chat shack from something o'clock until later", usually after the "later" and everyone has cleared out.

So, yes they do use the chat shack. I just don't know when.

The shack of chat is more desolate than a barren wasteland. Select members used to use it more actively in the past, but it kinda died off. Some of us still show up so often, but, as you will learn, the majority of the forum doesn't even notice that large "chat" button on the top of their pages.
