With only three stories and one cover appearance (on a comic he was not even in), Captain Milksop is probably less obscure than Plymo the Rubberman, The Tumbler, or The Night Bird, but he is still pretty much unknown. However, the good captain is yours for merely spending the time downloading him from CO8. Remember though, that will be time you can never recover. FF1 only right now.
