I found something called upscaled graphics/textures for freedom force, but I am unclear as to how to install them, if someone on dischord could walk me through it that would be tight

Upscaled in what way? Ff skins can and are already be scaled up to resolutions that just aren't practical, and I know they can go bigger (iirc any factor of 2 can be a resolution, like 1024, 2048, 4096, etc). At that point its just a matter of your system being able to handle them.

Unless this is like a  :ffvstr: mod that replaces the textures? I know the sequel did some weird compression and people unborked it.

According to the link you provided - simply extract the .7z file to the game's Data folder.
