How do you enable VSync in this game?

So I am planning on playing freedom force for the first time and making a little retrospective review of it. I downloaded the upgraded graphics mod as well as EZfx and Freedom Force x. That all seems to work fine. My main problem now is that I want to lock the game at 60 Fps but I just cant seem to find a way to. I tried in nvidia control panel to limit fps to 60 and enable vsync but nothing. I checked the wiki and it says theres built in vsync support which I just dont see at all in the options. I cant really find an ini file either to edit anything. My copy is on GoG but I found a steam version fix that has a vsync file. It works at locking the fps to 60 but the problem is it causes the game to crash whenever I load a level. Is there any other way I can cap the fps at 60 so I dont have to play it at 2500 and hear my computer sound like a jet about to take off lmao. Thanks!

Okay after scouring the internet I found one single chad of a man with a solution for me. He suggested that you could use a program called RivaTuner to lock the fps. For some reason this worked when nvidia control panel didnt.
