Someone on the Titan Network forums (Codewalker) managed to find a way to access the character creator clientside.  You just need to copy the application (called Icon.exe) into your game folder (same place as the CoH game application).  You DO need the CoH application.  Then run Icon.exe and you can make costumes again or load your saved costume/power files.  If you drop Icon.exe into the BETA directory folder (and run Icon.exe from the BETA folder), you'd have access to the yet unreleased parts.  There are still some kinks, like older unlockable costume parts like the lantern head or customizable weapons make it act wonky for the moment.
