ffedit not working for me

I recently installed  :ff: again from my disks, then I remembered XP doesn't like the older version and reinstalled from Steam.  OK, nice.
I've downloaded a lot of the old skins I used to have, and a lot of meshes, even found some mods.

My trouble here is when I try to follow the accepted directions to install voicepacks.  ffedit refuses to work claiming "Standard_e.dll was not found"

I'd like to be able to attach voices to some of the characters I create to play around with.
If brute force doesn't get the job done, you're not using enough.

Standard_e.dll is a file that should have been installed with the game in the "Freedom Force" folder. If it's not there, I'll try to upload it for you.

Nope.  I have a file called Standard.dll, but no an -e version.
Not sure what that means.
